We cannot always determine in advance when we will be working on the road. If it has rained or snowed recently, there is a good chance that you will find workers on the road grading and plowing.
With rain, this is the best time to get the road smooth, because the moisture has softened the surface. With snow, plowing is essential for vehicles to be able to get through safely.
